March 2007 - Smart Park is particularly popular with vendors, realty companies and people who have meetings downtown
That gadget saves drivers money by allowing them to pay only for the time they are actually parked, instead of paying for time left on the meter when they drive away. It eliminates the chance the meter will run out before more money can be added. And the gadget eliminates the need to tote buckets filled with quarters to park around the city. That gadget is the In-Car Parking Meter.

Spark on Campus!
Dan Chambers, deputy chief of University Police
, notes that the cost of the device compares favorably to buying $5 day passes to park on campus – and to tickets, which cost $20 at an expired meter or $25 for being in a lot without a permit. They also eliminate the familiar search for quarters required for many traditional parking meters.  The bright-yellow personal meters, roughly the size of a cell phone, hang inside the driver’s window. Drivers activate the meters when they leave their cars and turn them off when they return, so they never pay for unused time if a class or meeting is cancelled. And, unless the prepaid meter is running low on time, they’re certain to avoid a ticket for an expired meter too.

“This way you’re only paying for exactly what you use,” Chambers said. “As soon as you get back, you can turn it off.”  Click here for the full article

Binghamton University is attempting to make on- campus parking easier for visitors by offering personal parking meters

BU is using the most basic version of the device in the pilot program, said Dan Chambers, the university's deputy chief of police.  More advanced versions allow drivers to buy as much -- or as little -- time as they want.

"A lot of community members come to walk to the track or the nature preserve," Chambers said."They don't have a registered car on campus and it costs $5 a day to park, but they're only here for an hour."

Binghamton University is the first college in the Northeast to use the devices.

Len Sciolino, Director of Parking Enforcement in Buffalo says "Besides making it convenient, we want people to come downtown and spend money.  I do see a definite increase in parkers coming downtown.”

"Beyond providing convenience to drivers, the in-car units cut the costs of maintenance and repairing vandalism to street meters and reduce the number of workers collecting coins. They also help boost parking revenue: Cities lose money when drivers don't pay or avoid paid street parking completely.
